Dit blijkt uit de jaarlijkse rapportage van de Inspectie van het Onderwijs over het HBO- onderwijs, getiteld Kwaliteitszorg hoger beroepsonderwijs 1997. Het rapport valt in drie delen uiteen. In de eerste plaats is bekeken of de uitgevoerde visitaties zorgvuldig zijn uitgevoerd en voldoende houvast geven voor verbetering en verantwoording. Dit is de zogeheten meta- evaluatie. In de tweede plaats heeft de inspectie onderzocht in hoeverre eerder gevisiteerde opleidingen aanbevelingen hebben opgevolgd ('evaluatie bestuurlijke hantering').
