Although I think I know what it is, I have no idea how to describe it in English. Any suggestions?

"Parkeerflip" is new to me too, but it's clear that it's a device to specifically park hot items, to be discussed later. I'd go with a translation that reflects the parking function: park flip or preferred: park board.

Explanation:
The term you are using is not standardised in the UK. Different teachers do different things. A cooperation book is a book which is used with primary school children and goes back and forth from school to home, allowing the teacher and the parents of the pupil to communicate in confidence and is a more private way of communicating. I think here you are talking of a class with adults and in such a case, there could be a bulletin board (not usually a flipchart although I have once seen someone use a secretary's spiral-bound notebook hung by a string from the bulletin board) on which students can leave something like a post-it note about something they want to have clarified and either the teacher or other students can reply. Notice board is another term for bulletin board. Nowadays this is often done online using something like Acrobat-AIR or myspace or some other closed classroom group where questions can be aired in a forum. I have posted a couple of references which explain in Dutch what the term means in the Netherlands.

Wat er ook achter de weerstand schuilgaat: angst voor het onbekende; een vraag; een schreeuw om aandacht of gewoon onbegrip of miscommunicatie altijd is het benoemen het meest effectief. Iedere trainer doet dit uiteraard op zijn eigen wijze. De een begint een gesprek en de ander schrijft het groot op bladen die op het bord gehangen worden als een vorm van parkeren. En weer een ander luistert alleen en laat het bezinken tot de volgende dag. Alles draait toch om het benoemen en de getrainde serieus nemen.
