Dutch term or phrase: civiel effect
I am currently translating a short document on Dutch "hogescholen", and am struggling to find a suitable translation for the term "civiel effect".

The context is as follows:

"Er zijn in Nederland veertig door de overheid bekostigde hogescholen met samen ongeveer 374.000 studenten. Het onderwijs wordt er verzorgd binnen opleidingen. Deze bieden een gedifferentieerd maar samenhangend onderwijsprogramma dat leidt tot een civiel effect."

This term seems to be specifically used in the field of education to indicate that a training programme has a demonstrable social impact in the sense that the programme contributes to the employability of students who have completed it. In the reference below, EVC stands for 'ervaringscertificaat'.

Het gaat hier om een landelijk erkende beroeps- of opleidingsstandaard die relevant is voor het werkveld en een civiel effect heeft. Met civiel effect wordt bedoeld dat er voor de kandidaat mogelijkheden ontstaan op de landelijke arbeidsmarkt na het volgen van de EVC procedure en dat de resultaten van de EVC procedure overdraagbaar zijn. Het gaat bijvoorbeeld om landelijke afspraken over toelating tot beroepsgroepen of opleidingen. Voorbeelden van standaarden met civiel effect zijn CREBO, CROHO en branche-erkende profielen.

neutral  Kitty Brussaard: Correct as such, but are you sure that these 374.000 students are all educated to gain access to the judiciary? / Ik had ook nog nooit eerder van deze term (in deze context) gehoord en vind het ook behoorlijk 'jargon' :-)

agree  Chris Hopley: Judiciary is too specific. An agree nonetheless because the crux here is that the study programmes in question **give access to professions** (that's the whole point of HBO, surely?!)

Even in Dutch, this term is industry jargon and needs explaining (for lay readers). The Onderwijsraad translates it as 'civil effect' (with inverted commas) and offers an explanation.

E.g.:
-> "School pupils, students, course directors of subsequent programmes, and potential employers need to be able to trust the Dutch examinations system. The value of the awards earned succeeds or fails based on that trust. Securing this 'civil effect' from exams protects pupils and students from inferior education. It provides assurances to society about what has been learned. Apart from exams themselves, exam procedures also form an essential part of the system. Again, these must be reliable and transparent."
