I've tried to provide as much context as possible but there really isn't much more to go on. This comes from a Belgian academic text. I think the term 'gebalde' is being used in the sense of the conclusion being 'forceful' or 'uncompromising' but I'm not really sure.

I like bold conclusions as such, but that would rather be "boude conclusies" in Dutch. Daring conclusions would rather be gedurfde conclusies. Since the text refers explicitly to 'water and oil' I think a reference to incompatibility is important.
Not quite sure if this would fit the bill here but the expression in itself is fairly common, I believe. Don't have time to investigate it further and won't post an formal answer for the time being.
