Both answers are basically saying the same thing. Think it must refer to the religious or philosophical orientation of the various educational establishments available locally. Thanks for the website. Picked up a couple of useful things for elsewhere in the text.

I think that 'de richting van elk onderwijs' has sth. to do with the (religious) principles underlying each educational institute.

Onderwijs richting
Bij de onderwijsrichtingen heeft u de keuze tussen openbaar onderwijs en onderwijs met een religieuze of levensbeschouwelijke overtuiging. Voor het openbaar onderwijs gelden algemene uitgangspunten. Sorry, no obvious way to add a note so I'm posting this message as an answer, as it may be useful for future reference. I've since heard from the client (herself an in-house translator), who had the following comment:

Although I don't have any strong objection to "religious or philosophical orientation" here, I have in the past used the phrase "denomination or
educational character" of a school.
