Dutch term or phrase: eigen ruimte
I am currently translating a curriculum for a Dutch 'hogeschool', and am having problems finding an appropriate translation for the above term.

The context is as follows:

Binnen de geldende landelijke afspraken t.a.v. beroeps- en opleidingsprofielen is afgesproken dat binnen een curriculum elke hogeschool een eigen vrije beleidsruimte heeft (30 % vrije ruimte).

'Free space' seems too literal a translation.

Explanation:
Free space does not seem too literal to me and I would use it if I were you. The other options already offered seem too 'bulky' and not really as clear and descriptive as free space.
