minimum illumination necessary to ensure adequate vision
Explanation:
... of "minimum illumination level required for safe walking"

http://www.crimewise.com/library/parking.html
"The minimum recommended illumination levels for the barest sight essentials on the parking lot proper is 1 foot-candle (average maintained horizontal to the surface) for self-parking areas and 2 footcandles for attendant parking areas ... "

http://edocket.access.gpo.gov/cfr_2006/julqtr/pdf/29cfr1918.... :

" Walking, working, and climbing areas shall be illuminated. Unless conditions described in the regulations of the U.S. Coast Guard (33 CFR 154.570) exist for specific operations, illumination for cargo transfer operations shall be of a minimum light intensity of five foot-candles (54 lux). "

Peer comments on this answer (and responses from the answerer)

agree  Ken Cox: IMO the translation should be reworded along the lines of 'as a certain minimum lighting level (suitable for walking) must be maintained'
21 hrs
  -> agreed, Ken; thanks
