| | fuse switch | Explanation: Now that I've figured out that 'add a comment' now means 'suggest an answer', here is my suggestion.
In the excellent reference provided by David, you will find a good description a klapscheider, is a sor of combined fuse and switch assembly where the fuse (or fuses) act as the 'arms' of the switch(es) (hence patroonlastscheider, the official name). Judging from the illustration in the reference, the common name 'klapscheider' presumably comes from the fact that the fuses can be disengaged , thus opening the switch, by pulling on the handle of a pivoted frame that retains the fuses.
