Can someone please tell me what this is called in English? And also, by extension: passchroefsleutel.

The term is used in an electrotechnical context.

Explanation:
"passchroef" has various translations but since we're dealing with an electrotechnical context, I'd go for "fuse screw". "Passchroefsleutel" would then be "fuse screw key".
