Explanation:
I recommend you ask the client about this. It *could* be a typo for Veff (= effective voltage), but it could *equally well* be a typo for Vpp (= peak-to-peak voltage). For a sinsoidal signal (standard waveform for ac power voltages), the peak-to-peak voltage is approximately 2.8 times the effective voltage, so it makes a considerable difference which one is meant! Incidentally, the peak-to-peak voltage is the difference between the maximum positive and maximum negative value of the waveform, and the effective voltage is equal to the value of a dc voltage that would generate the same amount of power in a resistive load.

I'm not sure about the translation, but I think it's a typo for Veff (effectieve spanning), so not the crest value.

I think you can use it in English as well. This reference uses Veff (but is the author native English:

Inderdaad, dat is gemeen. Nou zou je verwachten dat gemeen minder gemeen is dan algemeen, maar toch is het niet zo.

Ik ben niet zeker van die Engelse schrijfwijze van Veff

proefspanning = test voltage; experimental voltage
effectieve spanning = virtual voltage
sterkstroom = heavy current; high-tension current; power current
kast (technische installatie) = cabinet

Technisch woordenboek scheepstechniek:
galvanisch gescheiden = electrical isolated

The power current part of the system has to be resistant to a test voltage with a virtual value of 2000 V, 50 Hz. (You have to)measure this voltage between two electrical isolated circuits and in respect of earthed parts of the cabinet.
