De techniek van het opslaan bestrijkt een langjarige periode per veld, waarvan met name de laatste fase de meeste inspanning vergt; ook zal er een sturing moeten zijn op de volgorde en het tempo waarin velden gevuld worden en zullen de kosten van het systeem op een aanvaardbare wijze moeten worden toegerekend aan de verschillende aanbieders van CO2 (gesocialiseerd).

Explanation:
I believe what is meant here is that the costs of the (carbon capture/storage) system should be distributed (more) fairly among the various 'CO2-aanbieders'.

This does not necessarily mean that the additional grid tariff components, due to wind power connection and grid extension/reinforcement, must be paid by the local/regional customers only. These costs could be socialised within a “grid infrastructure” component at national, or even EU level.

Firstly, with respect to harmonising real-time market designs, a distinction should again be drawn between security insurance and real-time energy delivery services. The former should be procured using capacity payments only, and their costs should be socialised, whereas the latter should preferably be remunerated solely through energy payments.
