The word *uitrol* and further in the text *uitrollen* of meters; you cannot say rolling out because that is definitely not the case here; I was thinking 'use' and 'usage' and that is what I have been using, but now I hit this word *uitrolprocessen*, which makes me think that there may be another word that could be better suitable?; maybe in the case of the *uitrolprocessen*: distribution process?

Would be an option. But I don't understand why you are so much against "roll out", since the Dutch policy jargon is definitely inspired by its English counterpart.

"implementation processes" seems a credible and neutral (vague) way of putting it. In a policy document.
