Dutch term or phrase: per aangesneden schijf
This comes from a Belgian text on energy performance contracts (EPC):
"Uitvoeren van energieboekhouding:
-Elk gebouw met een oppervlakte groter dan 1.000 m2 waarvoor een EPC is opgesteld
-Min 1 entiteit per aangesneden schijf van 6.000 inwoners"

I can find many references to this on the websites of various Flemish municipalities but I just don't seem to be able to track down an equivalent term in English. Perhaps someone could help me?

Explanation:
Schijf could be seen as a "tranche" of the whole population. So my understanding is that a population of 19,000 yields four "aangesneden
schijven" (3 whole plus 1 part used).

Dear Ruchira , I think my answer is in the same direction as your conclusions, i.e. subdivision of population done on a land area basis (per gemeente) and within the gemeente on number (schijf=6000 inhabitants).

Asker: Thanks for your input. But in this context, I really think the term refers to way in which the urbanised area in a municipality is divided up for the purposes of energy distribution and accounting. So perhaps there should be some reference to the 'built-up area/section' rather than to the population..
