It's true that at least some of the factors are measured in the sense that they're not just pulled out of the air, but they're not individually measured for each client like the readings. For instance, the calorific factor for gas is occasionally or periodically measured for the gas provided by the utility company to all of its customers and then used convert the volume of gas used (which is what the meter measures) into the equivalent heating value of the gas (since what the customer pays for is heat, not volume, and different gas mixtures have different calorific values). A transformer factor is presumably used to recuperate the cost of the transformer over time, and is most likely calculated from the cost of the transformer (possibly including installation and maintenance) rather than measured. |

| Grading comment The above link was very useful for an explanation of the terminology, but still didn't get over the issue of a pithy English translation of it. I think Ken has come up with something that our English client will understand.
