I don't think so, Svetlana. It is related to the equipment safety for the workers operating it, rather than the mangement structure for those workers, although some types of manager can be health and safety hazards themselves (;-{)>
Explanation: I think it may be "health level". It seems to fit the context. Your suggestion, Hazard Level, is a possibility too. I'll let you know if I find any more information.
