Explanation:
There is one website (somewhat ethereal - voruber.skynetblogs.be/ ) which keeps jumping when you're trying to read the page and from that it does seem to be 'welded' - the site never remains on the screen long enough to copy the section of text for here - it is a rather old fashioned word.

Explanation:
Van Dale GWNT suggests that 'vastspeten' in this context could mean something like attaching the rodlets to the seal carrier ring by running or threading them through holes in the latter. Van Dale defines 'speet', by the way, as "stokje, pen waaraan stukjes paling, bokking, enz. geregen worden". IMO, the "pen" referred to here could mean the rodlets in your source text.
