In this context, 'lichten' would mean 'lift' or 'raise' if it's used literally, but I suspect that here it's being used as a sort of shorthand related to the actual construction of the device (or perhaps the historical construction of this type of device). As a suitably general translation, I'd thus suggest 'engaged'.
As for 'bekrachtigd', I'd understand that in the sense in which it is used in terms such as 'stuurbekrachtiging', which suggests that the safety device is engaged actively (with the assistance of some external source of power or force) rather than passively.
