Dutch term or phrase: bediening in de wacht
op de tweede etage is een persoonsbeveiligingsinstallatie aangebracht, met een bediening in de wacht en drie draagbare alarmunits.

not clear why "installatie" - related to nautical matters
or "in de wacht" ? on standby

switch at the control panel / in the control room
Explanation:
As I see it, with 'wacht' they mean control room. Seems to be quite usual in Dutch security-lingo. My daughter is a security officer and she uses it all the time. And when I was in the air force the expression 'wacht' was also used for the room where the officer of the guard was supervising
