I'm looking for the English equivalent of "afhandelen en bereidstellen".

Explanation:
Marshalling is a special logistics function for goods trains which involves ensuring that containers are detached and reattached where necessary enroute to make sure that they reach their final destination. The dictionary definition of the Dutch word "afhandelen" is to settle, conclude or dispatch and it is the last of these three which applies here. "Afhandelen" is not the same as "behandelen". which would be the word for simply "handling". The example given is for model trains but gives a good description of a marshalling yard, albeit historical.
