You're right, the context was not quite clear. The text is not Flemish by the way. Reading the text once more convinced me that this must be an existing plant that is reconstructed to make it suitable for other processes/fuels.
At first I was convinced that the exterior was meant but now I am am starting to think that it is a reconstruction/ conversion they are talking about. Apologies for the confusion! And thanks for your help.

If by "ombouw" iis meant that some type of construction is being built around the pilot plant, then I'd suggest "housing", "shrouding", "shell", "envelope",...
