Dutch term or phrase: zate
Door aldus op de verbindingsplaatsen het touwmateriaal, bijvoorbeeld manillatouw of eventueel ook - met het oog op de gunstige levensduur hiervan - nylonkoord aan te halen, is een stevig geheel verkregen, dat slechts naar verhouding ballast vergt om tot zinken te kunnen worden gebracht. I think a/the "zate" is: the place along the dike where the sinking/collar/fascine mattresses (zinkstukken) are made. I believe it is called a "footing", or the "footings".

agree  Barend van Zadelhoff: Ik denk dat met 'zate' hier niet veel meer dan 'ondergrond' bedoeld zou kunnen zijn, te vergelijken met 'staal': gewone grond. 'Op staal bouwen' = build on footings - http://www.tecdic.com/index.php?zoekterm=footing&submit=Tran...
