centre pier
Explanation:
'Footing' if the actual base or foundation of the pier is referred to, but I don't think that would the case here.

"The foundations are concrete filled cast iron cylinders which are set in bed rock. Granite piers rest upon the cylinders at a little above the height of low water. The weight of the swinging portion of the bridge is carried by the **centre pier**."

agree  Neil Cross: Right on both counts! (Technically 'centre footing', but 'centre pier' the better translation in this context). Nice one, Jack.

centre base

Explanation:
The context suggests a V-shaped support of the bridge whereas the (lower) tip of the V is resting on a base hence making for an impressive view of (entrance to) the landscape.
I do not get the impression that water at the base is involved but rather landscaping.
