Explanation:
the local community was (or: local residents were) disappointed in some respects/to some extent.

Tricky to give an accurate response without some decent context. Have you seen the entry in the Dikke Van Dale? (uitdr., in Belg., gall.) op zijn honger blijven: niet voldaan zijn, niet gekregen hebben wat men verlangde. Probably from French rester sur sa faim/laisser qqn sur sa faim.

Generally means, "remain unsatisfied", as pointed out there. Without further context, impossible to say what's the best solution.
