2.1 Wat is een Historisch bodembestand (HBB)?
De bestanden met de verdachte locaties zijn op grond van de adresgegevens en UBI-codes tot één tabel samengevoegd, geclusterd en geprioriteerd. Op deze manier ontstaat een lijst met unieke verdachte locaties, het HBB. Het HBB is samengesteld uit de volgende bestanden:
- Hinderwetvergunningen;
- Kamer van Koophandel-bestand;
- Luchtfoto- en kaartenonderzoek;
- Bestand met vigerende vergunningen;
- Tankbestand: separaat bestand met (ondergrondse) tanks;
- BSB-bestand: overzicht van bedrijven bekend bij de stichting BSB;
- Historisch bodemonderzoek ‘Waalsprong’
De samenstelling van de bestanden en de bewerking ervan worden per bestand beschreven. De gegevens over de verschillende bestanden is ondermeer afkomstig uit de volgende rapporten:

De gemeente Zutphen heeft een lijst (Historisch Bodem Bestand ofwel HBB) met percelen/locaties waar in het verleden (en wellicht op dit moment nog) potentieel bodembedreigende activiteiten hebben plaatsgevonden. Meestal gaat het hier om bedrijven of slootdempingen. Met het HBB kunnen specifieke oorzaken van verontreiniging uit het verleden worden achterhaald. Naar aanleiding van een historisch onderzoek kan een oriënterend onderzoek (OO) of een nader onderzoek (NO) nodig zijn. Hierin wordt de verontreiniging nader onderzocht.

The “Landsdekkend beeld” (nationwide picture) project was run by
the government, the provinces and the municipalities to chart all
actual and potential cases of soil contamination in the Netherlands.
From the nationwide picture, there are about 600,000 potentially
polluted sites while about 55,000 to 67,000 sites require remediation.
However, there is no data yet on sites with pollution caused wholly or
partly by POPs chemicals.
