| | temporary personnel (temps) | Explanation: Inhuurkrachten is temporary personnel, or temps, for short. These people are normally employed for a limited period of time through a personnel agency to provide cover for essential permanent staff that cannot perform their normal duties for whatever reason. Some companies also make use of such temps for their "high seasons" or when they receive big contracts and need more personnel for a short period of time.

I did some further research as the two other answers do not really provide satisfactory results on the internet. IMO temporary personnel cover inhuurkrachten, as well as uitzendkrachten. I have not found anything concrete to back me up yet, but I will try to find something.

Personele lasten

As I mentioned above, I think that "Temporary workers" cover both "inhuurkrachten", as well as "uitzendkrachten".
However, if you feel that you really need two terms in English to stay true to the Dutch text, I would much rather use ***External Workers***
External Workers
"External workers do not work directly for a company. Typically they are contract workers working for outside contractors and consultants. They may enjoy very good rates of remuneration but their contracts are only for a limited length of time or for a specific contract.
By increasing numbers of peripheral workers and external workers firms have been able to reduce their core wage bill. This cost cutting exercise enables them to be more competitive. There is a substantial advantage to be had from reducing the wage bill and to focus on the core workers of the business.
However, on the downside, in some businesses this leads to increasing pressure on core workers. Motivation may also be threatened because peripheral and external workers will not have the same degree of loyalty as core workers. Additionally, with a shrinking core workforce, core workers themselves may feel that their jobs are under threat and therefore may not be as loyal or as motivated as with a larger core workforce."
