Belastingdienst has carried out a tax audit on a company and this is a letter from the tax inspector outlining his findings. This section concerns his conclusions regarding intercompany pricing. Is this a reference to meerkosten?

De overgelegde notitie ..., inzake de geldende groepsafspraken, duiden [sic] erop dat slechts de kosten (al dan niet met een kleine +) worden doorberekend. Het is en blijft onduidelijk of alle kosten wel en tot de juiste bedragen zijn doorbelast.
...
Ook heb ik geconstateerd dat de aan Nederland doorbelaste kosten (Recharges In) nog onvoldoende zijn onderbouwd.

Explanation:
transfer pricing is supposed to be at "arms-length" or normal market pricing between subsidiaries or a parent and subsidiaries to prevent shifting of profict and associated profit taxes to tax havens.
The same applies to allocation of holding company overhead expenses (group pensions, group taxes of a tax entity, corporate infrastructure, centralised shared services costs, etc.) to relevant subsidiaries, to prevent excessive charges to reduce tax liabiities of profitable subsidiaries.

This seems to be referring to charged-on expenses and the validity or accuracy of 'cost-plus' or pure expense charges to subsidiary companies.
