I don't quite understand the 'hypotheek' here - how is the bank securing its loan with a mortgage?? Do they make the person who taken the loan have a mortgage?

agree  Ron Willems: yes; that's what mortgages are for: securing loans. in Dutch we say that the home owner 'gives' the mortgage and the bank 'takes' it. so there's nothing extraordinary in this sentence.

agree  Ghislaine van der Burgt: I would say 'could' and 'may' Sorry. I think you should keep both verbs like in the Dutch text, but that 'can' doesn't quite cover the meaning, whereas 'could' denotes more the possibility of the action, not the inevitability, if that makes sense.

  -> In my view "kan" denotes the bank's ability/power, and "mag" its entitlement, or right if you wish.
