  -> Translator should not waste time wondering about this but I AM surprised this question comes from a translator in the UK where Draconian budget cuts mean all the talk at present is about ring-fenced and non ring-fenced expenditure.

agree  Tina Vonhof: but the Dutch past perfect of this would be 'geringfenced' and that leads to the adjective 'geringfencete', which may not be obvious to a non-native Dutch speaker. However there are a few examples on Google.
