Explanation:
Reimbursement/compensation is non-taxable as it is the compensation of costs incurred, where allowance could be considered as more income (I think). And an allowance is given up front for your use. If you do not use it, you may still keep it. If you spent more, then it is your problem. Compensation has the condition that you have used it or will use it.

Explanation:
