Phrase occurs in the following sentence:

"Als bij de afhandeling van een (uitgevallen) betaalmededeling de datum aanvang recht FVP bijdrage is aangepast, zal dit consequenties hebben voor de deelname PV ZW."

Occurs twice in google as "Vaststelling recht FVP-bijdrage" which seems to me like short-hand for "Determining entitlement to contributions from the Continued Pension Insurance Financing Foundation". The way it's used above, however, is throwing me for a loop. Any suggestions?

The sentence should have read like this:
"Als bij de afhandeling van een (uitgevallen) betaalmededeling de datum VAN aanvang VAN HET recht OP FVP bijdrage is aangepast, zal dit consequenties hebben voor de deelname PV ZW."

Een "uitgevallen betaalmededeling" is als de rekeninghouder niet voldoende saldo op zijn rekening heeft om de betaling te verrichten. De betaalmededeling/overschrijving "valt uit het systeem" m.a.w. komt niet aan bij de ontvanger.

sorry, forgot to add: als de uitgevallen betaalmedeling daarna (bij voldoende saldo) opnieuw bij de bank wordt aangemeld en voldaan, telt de dag van bijschrijving als de nieuwe datum van aanvang van het recht op FVP bijdrage.
