agree  Jack den Haan: I think I'd opt for scheme. Looking at a site like http://www.nmv.nu/sx/article.php?story=2004092110175216&mode... , I don't think 'regeling' relates to regulations, at least not in the sense of governmental control procedures.

agree  Benno Groeneveld: If there's a chance the text could be read in the US, I would avoid the word 'scheme.' Has a very negative connotation here (complot, bedrog, list, enz.). Yes, exactly, Enron does come to mind!
