Sounds as if it should just be "top cards" but can find no evidence for this in the context. This is a newsletter intended for fruit and vegetable retailers, extolling the virtues of Flandria produce (Belgian quality label). All sorts of in-store materials are available for retailers to promote Flandria e.g. recipe leaflets, posters, mobiles, balloons, flags and "topcards":

Topcards: ze dienen om tussen de groente- en fruitbakken te plaatsen. Ze tonen het Flandria-logo en het beeld van de nieuwe promotiecampagne.

Author has given a bit more info:
Topcards zijn stevige kaarten die in de winkel op bovenrand van een bak of een vak in het winkelrek geplaatst worden. De winkelier kan hierop schrijven welk product in de bak of het vak ligt en wat de prijs is.

agree  Ken Cox: 'Display cards' sounds good. The Dutch and Flemish are very creative in adopting English terms and the usage can take some strange twists, so 'straight' backtranslation is a risky business.
