i.e. there is some flexibility, depending on student requirements. Alternatively, "the study programme/course has an in-built degree of flexibility". I'm afraid your option doesn't sound very "natural" English.

However, this sentence would fit in the context of the previous sentence: 'Students choosing a study programme at Willem de Kooning Academy must be highly motivated and considerably creative.' The text indicates that this is a demanding study. Hence, I am not sure if flexibility is in place here.
