I'd just like to check whether if I've interpreted this phrase correctly. Text about crime problems related to gambling, here specifically the surge in online gambling.

Het internet is uitermate flexibel. Het heeft dus voor de autoriteiten weinig zin om te proberen de toegang tot bepaalde websites te blokkeren, aangezien men eenvoudig vanaf nieuwe adressen verder kan gaan. De achilleshiel van kansspelen via het internet is echter het betalingsverkeer, dat immers via reguliere kanalen moet verlopen, dat wil zeggen: via creditcardmaatschappijen of banken. Overheden kunnen deze instellingen, voor zover deze op hun grondgebied vestigingen hebben, dan ook verbieden financiële transacties ten behoeve van deze websites te verrichten. Dit gebeurde in 2006 bijvoorbeeld in de Verenigde Staten. Het gevolg was dat de aandelen van reguliere bedrijven als Party Gaming direct kelderden. Ook in Nederland werden begin 2008 zulke maatregelen aangekondigd door de minister van Justitie. Het probleem blijft ook hier dat de aanbieders eenvoudig nieuwe sites kunnen activeren, en daaraan nieuwe rekeningen kunnen koppelen. Het zal dan ook een aanzienlijke inspanning vergen om **daarop zicht te houden** om deze te kunnen blokkeren.

as an alternative to the 'toezicht houden/bewaking' orientation, you could look at 'op je hoede zijn'. It is about being aware, attentive, vigilant, and when something bad happens, one is ready to step in and act - block the accounts. So this is about the same as 'monitor', but I suppose you want some options to play with.
