Dutch term or phrase: bij SR

Might have to deliver this with a query on it but thought perhaps one of you clever people might have an idea what SR stands for. Text is about gezinsmigratie, specifically in relation to applications for an authorisation for temporary stay (MVV). After two tables headed:

Inwilligingen MVV met verblijfsdoel B2 gezinshereniging en gezinsvorming
(Afgerond) Opsplitsing van het aantal inwilligingen MVV in 2009 met verblijfsdoel B2 gezinshereniging en gezinsvorming naar sekse en leeftijd

this table suddenly pops up:
Productie inwilligingen VVR verblijfsdoel B2 (gezinsvorming/hereniging) bij SR (= verblijf bij houders pardonregeling)

VVR = verblijfsvergunning regulier
The pardonregeling refers to the scheme whereby asylum seekers who'd applied for asylum under the old Aliens Act were granted residence permits.

Can anyone work out what 'bij SR' might be here? (productie bij SR?)
