Does this mean: This is the first time that we are speaking publicly about this?

What is the meaning of toe? I know that naar buiten means outside but what about toe? Is toe redundant?

agree  roelens: Indeed, not necessarily "publicly". --- It's "naartoe" >> "naar buiten toe", as in "naar de toekomst toe", naar de keizer toe, naar het publiek toe,... Very annoying modern usage (of you want my opinion).
