wordt gebruikt bij de overheid, wanneer zij een maatregel in verschillende fases doorvoeren, zodat het iedere keer lijkt alsof de verandering heel klein is, maar ze uiteindelijk gewoon hun gewenste grote verandering hebben doorgevoerd.

Weet iemand een goede vertaling hiervoor in het engels?

agree  Lawyer-Linguist: the idea is that a text be understandable first time to the majority of readers - I'd thus use this and possibly use the so-called tactic in brackets the first time - as a translation solution

neutral  writeaway: Google hits are not really a safe way to justify 100% confidence, especially since the same answer was already given before you entered yours. a peer agreement would have been more appropriate in this case
