Dutch term or phrase: logica van de overheid
Strange term to use here. Any ideas how to put it into plain understandable English? This is a leaflet about Binnenlandse Zaken's plans for 2006, which will focus on three themes: veiligheid, democratische vernieuwing and kwaliteit van de overheid. Introductory bit to the latter:

Burgers, bedrijven en instellingen hebben recht op een goede, tijdige en zorgvuldige dienstverlening. We zetten hierbij de belangen van de burgers en de bedrijven voorop, en niet de logica van de overheid. Ook hier geldt: minder regels, meer kwaliteit. ICT is een belangrijk instrument om de dienstverlening te verbeteren.

Explanation:
The Dutch government is currently pursuing a programme of internal reform, called 'Andere Overheid', which is intended to improve the relationship between government and governed - by cutting red tape, simplifying regulations, etc. The second sentence in the quotation is about prioritising the interests of citizens and businesses over the needs of government. "Bureaucratic logic" seems the most - er - logical option but I can't get over the fact that it seems so meaningless here. Rest of leaflet is written in a fairly straightforward, down-to-earth style so I think David's suggestion is most appropriate in this particular case. Thanks, everyone!

red tape


Explanation:
It seems to me that the idea of the text is to create a personal feeling and to make people understand that government will try to serve the people and companies, not the other way around as is sadly the case is most democracies. I would therefore opt for a more common term, being red tape, rather than a literal translation from Dutch.

Explanation:
I think what is being referred to is the system and approach of the government. Citizens and companies are now being placed above the previously rigid guidelines of government. In other words the government is listening and changing.

There are several articles, web pages describing the logic of the state in modernity, state organizational structures...

Some others refer to the State and its international policy...

Maybe the web you refer to (posted by me) is really a bad example. Sorry for that! Sure STATE is not STATES (USA)!
