China's state-owned enterprises (SOEs) are facing the most dramatic shake-up in a decade. The establishment of the powerful State-owned Assets Supervision and Administration Commission of the State Council (SASAC) in March 2003 marks a historic step in government attempts to address the enormous problems of the debt-ridden SOEs - some 180,000 companies worth close to 10 trillion yuan (US$1.2 trillion). This shake-up is also likely to trigger a new round of privatisation in the country and to provide new business opportunities for foreign and domestic investors.

As governments face up to the problems of change there is an increasing acceptance that growth can only be brought about by the privatisation of state-owned enterprises. The structural problems in deficit-ridden state industries put a limit on the success of any restructuring programme.
