neutral  writeaway: bestekken are never guidelines./not requirements either. a bestek is a cahier de charge-which are specifications. it really is basic Belgian terminology used in this context.

agree  Ken Cox: sounds likely -- as opposed to a purpose-written spec. 'Type specifications' are normally used in manufacturing to establish the characteristics of an item to be produced in volume.

1st: Typebestekken of lastenboeken zijn contractuele verbintenissen tussen bouwpartners (opdrachtgever, ontwerper, aannemers), waarbij het ontwerp, de keuze, de plaatsing en de prestaties van materialen, apparaten en systemen vastgelegd wordt in een aantal eisen en na te volgen praktijkregels. In een typebestek is de verwijzing naar normen verplichtend, waarbij de volgende hiërarchie gerespecteerd moet worden : EN-normen, ISO-normen en NBN-normen.
Voor overheidsopdrachten is de aannemer of installateur verplicht zich te houden aan de regels die in het typebestek zijn opgenomen. Voor de HVAC-sector is het typebestek 105 “Centrale verwarming, verluchting en klimaatregeling” van de Regie der Gebouwen van toepassing voor alle gebouwen die tot de openbare sector behoren.
