"In een reflectienota vraagt een Vlaamse volksvertegenwoordiger de aandacht van de plenaire vergadering voor de beschouwingen en bedenkingen die hij heeft over een voorstel of ontwerp van decreet dat in de commissie goedgekeurd is.
De reflectienota's vormen samen met het commissieverslag de basis van de bespreking in de plenaire vergadering.
De commissie kan beslissen dat er geen reflectienota's mogen worden ingediend. Op sommige ontwerpen van decreet kunnen geen reflectienota's worden ingediend, bijvoorbeeld op begrotingsontwerpen, ontwerpen van programmadecreet en ontwerpen van decreet waarin met verdragen wordt ingestemd. "

I can only advise you to translate this term with a description: a document submitted by a Flemisch member of Parlaiment concerning his views about a decree that has been passed by the commission. I know it is a long description, but you have to make sure that your target public knows what it originally means.

Thanks for the extensive and helpful explanation, even if "document" does not really help to convey that meaning. I opted for the direct translation, which (oh wonder) even got some context-related hits on Google.
