Het is niet erg dat we kiezen voor een beperkte opzet en een beperkte financiële grondslag nu. Als de formule slaagt, zullen we ook vanuit het bedrijfsleven zien dat die publieke partner samen met de publieke partner in de lidstaten al dan niet met structuurfondsen hun beurs gaan trekken.

Does the 'beurs' here relate back to 'vanuit het bedrijfsleven'??

Explanation:
Don't think it has anything to do with funds and shares and stock exchange and all that; this is just an expression.

They are saying: ok, we don't have a lot of money available to us right now (beperkte financiële grondslag), but once our formula turns out to be succesful, there will be business partners that will provide us with more money.

This is my interpretation, I'm open to suggestions.
