implementation programme
Explanation:
is how it is translated for local, provincial and national policy documents that specify how the policy should be implemented.
(when you would actually read this document Samen voor Sport, you would find that it is not as concrete as you would have expected from an *implementation* document; it is more like a visionary plan that pretends to be concrete, by naming the actors involved for example, but needs further elaboration by the ministerial departments through time.)

agree  Dave Calderhead: but your thorough answer does sound like this is more of a feasibility study - which Ann could use, except that would possibly involve a subjective value judgement :D / sorry - then it sounds like a plan waiting for the civil servants to screw up ;D

-> No no! certainly not a feasibilty study, if you read that in my anwer I made a mistake. The emphasis is on programme, that sets out how to implement the policy aims. Thanks for your observation.

agree  jarry (X): I strongly disagree that 'rollout' is confined to a programme involving products, etc. It is widely used for programmes of the sort the asker refers to. See: http://www.everychildareader.org.uk/national/practicalities....

-> Yes, it covers the notion, I see now. Thanks Jarry!
