I have to confess that it is unclear to me whether the expression maatschappelijk gedragen denotes exclusively moral support or whether it also encompasses financial support. If in your context "maatschappelijk gedragen" means that everyone agrees that this is a good plan, then "publicly acclaimed" is your translation. If, on the other hand, the public is willing to support the plan from what is called the public purse, then "publicly supported" would be the best translation. As I do not find references on the web to financial support but more to "plannen" "visie" "keus" "insteek", etc. my gut feeling is that publicly acclaimed is probably the intent.

Asker: It may be Dutch sense, but acclaimed sounds too strong. There's no applause whatsoever. The key is a long process of negotiation and information exchange, leading to a supported plan.

Asker: The long process of involving stakeholders and negotiating is the reason I also have doubts about "supported by society" - which sounds more passive, vague, anonymous, habitual or lucky to me.
