ABD = Algemene Bestuursdienst = Senior Civil Service, so could sub-ABD be junior civil service?

This is one of the government's targets 2008-2011 for the sustainability theme 'Duurzame bedrijfsvoering overheid'.

neutral  Tina Vonhof: This may be correct Chris, but how is an English-speaking person going to know what that means? I think something like 'lower level' might be easier to understand.

  -> It would have to be made apparent in the wider context of the entire text. Even in Dutch, the meaning of sub-ABD will not be clear to a reader unfamiliar with the broader context.
