I don't speak Polish, so I'll stick with an English explanation. A 'hoogheemraadschap' (also known as 'waterschap' or 'watering' (Flemish)) is a public body responsible for controlling water levels and drainage in its designated area.

A common translation in English is 'water control board', while a name for similar authorities in the UK is 'internal drainage board'.

  -> Jurlex is not sacred and sometimes plain wrong. There are no heemraadschappen in existence. There are currently 26 waterschappen in NL, some of which are (for historical reasons) called hoogheemraadschappen. Check uvw.nl

agree  Neil Cross: Jurlex is an excellent dictionary, but it wasn't delivered on tablets of stone from the top of Mount Sinai. Check out http://en.wikipedia.org/wiki/Water_board_(Netherlands) for a description of water control boards in NL.
