fragmented (municipal) plots
Explanation:
This is an option to specifically convey the notion that the pieces of municipal land with grass/parks/trees are "versnipperd". The plots are small and fragmented.

small plots of municipal ground sold to residents

Explanation:
There is no word for this in English. The best you can do is describe it. These strips or plots of ground are often only a few square metres but by selling the municipality reduces the amount of maintenance and for the residents it adds to the size of their garden.

shattered green

Explanation:

Our destination was 135 km (84 mi) west: the Tanquary Fiord Warden Station. As we hiked, the terrain alternated between gravel and sand dunes to hillsides littered with shattered green and red shale.

disagree  Carolyn Gille: I don't get this at all from the asker's link, sorry. Hi Barend, I understand that you want to come up with an equivalent term in English, but I don't think there is one in this case. Shattered green means nothing at all to me, sorry.

-> I sincerely do, as you might understand. No 100-percent equivalent perhaps, but I do think it is an option.

neutral  Olly Pekelharing: I think your example means fragments of green and red shale, not 'fragments of greenery' and red shale! -> if you had to think up an equivalent then I'd go with Max's 'fragmented'. Maybe 'fragmented greenery'. 'Shattered' sounds too poetic.

-> I think you are right. You don't think "shattered" can mean "occurring in small units in many different, separate places"? Would "scattered green" be a better option? // I suggest that you post 'fragmented greenery' as an answer, it's a helpful equivalent

agree  Riens Middelhof: I don´t want to discuss "shattered" here, but I like the general idea. It needs to be short and concise, there´s no way to describe this term. Sincerely, "fragmented plots" does not convey the central message.

-> Hallo Riens, what do you think of Olly's "fragmented greenery"? I think it is useful. Imo you can't use "plots" as "plots" is used in the definition of "snippergroen"

neutral  Sindy Cremer: this looks and sounds more like a "volkstuin(tje)". Not the equivalent of snippergroen, imo. http://en.wikipedia.org/wiki/Allotment_(gardening)//same here ;-)))

2.1 Definitie snippergroen
‘groenvoorziening’ aangeduid.
