Dutch term or phrase: (formele) regelmatigheid
"Volledigheid en formele regelmatigheid

De Offertes zullen in eerste instantie worden beoordeeld naar de volledigheid ervan.

Tegelijkertijd wordt geverifieerd of deze voldoen aan de formeel gestelde eisen (regelmatigheid), zoals tijdig ingediend, ondertekend door een bevoegd persoon, enz."

Would this be (formal) "regularity", or "correctness"?

The context is a government tender.

Explanation:
It means "correctness", but it doesn't add anything to the sentence. Also, I may be wrong, but I don't think it's good Dutch just to plonk a word in brackets without making clear its relationship to the rest of the sentence. It certainly isn't good English. So I would just say something like:

"They will also be checked for compliance with the specified requirements, such as being submitted on time and being signed by an authorised person."
