Dutch term or phrase: hoofdschap van de raad
from a text on the direct elections of mayors in the Netherlands - I realise this is based on a principle in the Dutch statutory system on municipal councils/mayors, etc. only the word "hoofdschap" is throwing me off - I assume there is a stock political term for this, not a literal translation.

Two degrees of authority are compared here, one belonging to the (municipal) council, the other to the board of Mayor and Aldermen (college van B. & W.). The text states clearly that the primacy of authority (hoofdschap) lies with the Council.

Explanation:
This term "hoofdschap" tends to be used when referring to the articles in the Constitution on provincies en gemeentes. "het hoofdschap wordt geregeld in artikel 125...."
The article says : "Aan het hoofd van de provincie en de gemeente staan provinciale staten onderscheidenlijk de gemeenteraad."
The English translation says: The provinces and municipalities shall be headed by provincial and municipal councils respectively.
So basically all 'hoofdschap' is trying to say is "the fact that they are headed by..." Which to my mind translates as "the ultimate authority". So I think your own suggestion is fine.
