Het woord Griffier bij ICTY werd altijd vertaald als Registrar. Hij is verantwoordelijk voor de juridisch/administratieve gang van zaken bij een rechtbank.

Not sure if this is what was intended but it might fit the context.
This was a person who drew up documents by hand.
Close to "scrivener" or writer, which is almost Dutch.
